On May 28, 2025, Governor Ron DeSantis signed two significant animal protection laws in Florida - Trooper’s Law and Dexter’s Law - both aimed at cracking down on animal cruelty.
Trooper’s Law, named after a dog rescued during Hurricane Milton, makes it a 3rd degree felony to restrain and abandon a dog outdoors during declared natural disasters or evacuations, and also sets misdemeanor penalties for failing to care for confined animals.
Dexter’s Law, inspired by a shelter dog tragically killed soon after adoption, increases penalties for aggravated animal cruelty and establishes Florida’s 1st animal abuser registry to help prevent future abuse.
